Chief compliance officer salary in Canada runs from C$79,000 to C$184,000 in base pay (10th to 90th percentile), with an average near C$120,000, according to Payscale. Published averages disagree because they mix small survey samples with modelled data, so this page gives the drivers by sector, the figures we could source and the ones we could not, instead of one number. The widest gap is the regulated-industry premium, created when OSFI, FINTRAC and AMF accountability sits on one individual.
How Much Does a Chief Compliance Officer Salary Vary by Industry in Canada?
Chief compliance officer salary varies by sector more than by title, because the regulator supervising the employer sets how much accountability the seat carries. The sector is the strongest single variable. For banking, registered securities firms and fintech, we found no Canadian source that publishes a chief compliance officer salary range, so we do not quote one. Any range you see for those sectors is an estimate, not a published figure.
Banking and Federally Regulated Financial Institutions
Banking prices the seat highest because OSFI expects one independent person to own regulatory compliance risk. OSFI Guideline E-13 says responsibility for regulatory compliance risk should sit with an individual independent from operational management, with sufficient stature, authority and resources to influence the institution, designated at least functionally as the chief compliance officer. That independence requirement is what puts the seat at the top of the market. No Canadian source publishes a banking base range.
Asset Management and Registered Securities Firms
Unlike an unregulated corporate function, a registered securities firm must have a registered chief compliance officer. Section 11.3(1) of National Instrument 31-103 says a registered firm must designate an individual who is registered under securities legislation in the category of chief compliance officer. In Quebec, Investment Executive reported that CIRO registers the chief compliance officer category for dealer firms from July 1, 2025, under a delegation from the AMF. A registration-bound title narrows the candidate pool, and a narrower pool lifts the offer. No Canadian source publishes a salary range for this seat.
Fintech, Payments and Money Services Businesses
An anti-money laundering mandate makes the appointed compliance officer the person responsible for the program, so the seat prices above a general corporate compliance role at the same headcount. FINTRAC requires a reporting entity to appoint a compliance officer who is responsible for implementing the compliance program, with a program review at least every two years. The appointment does not transfer the entity's own obligation, so confirm the split with counsel. These employers often hire their first compliance leader at a small headcount, which compresses the usual seniority discount. No Canadian source publishes a salary range for this seat either.
Healthcare, Energy and Other Non-Financial Sectors
If a sector carries no prudential regulator, the chief compliance officer salary usually tracks the senior director band rather than the executive band. The floor shows in two sources. Indeed reports an average of $99,671 for a senior compliance officer, from 150 salaries. Job Bank lists Ontario hourly wages for a financial compliance officer (NOC 11109) from $23.00 to $66.46, with a median of $36.92. The title alone does not set the price.
What Drives the Regulated-Industry Premium for a Chief Compliance Officer?
The regulated-industry premium is what a regulated employer adds to a chief compliance officer salary, and four drivers create it. No Canadian source measures the premium directly, so these drivers explain direction, not size:
- Named personal accountability: a regulator can point to one appointed individual, as the FINTRAC and OSFI texts show, and the offer rises with the weight of that name.
- Board reporting line: a seat with direct board access carries more authority than one buried under operations, and the offer follows the authority.
- Examination and enforcement exposure: a person who must answer an examiner carries a risk that candidates ask to be paid for.
- Scarcity of candidates who have survived a regulator examination: fewer people have done it, so competing offers arrive sooner.
Chief Compliance Officer Salary in Toronto Against Montreal
Chief compliance officer salary differs between Toronto and Montreal because the two markets regulate differently. Toronto holds the concentration of federally regulated institutions, and Montreal adds the AMF registration layer plus a French-language requirement that shrinks the candidate pool. Both points describe direction, not size.
We found no reliable chief compliance officer figure for either city. The Montreal figures that are published are either stamped with an old update date or are modelled estimates that differ from each other by more than a factor of two, and no Toronto figure from the same methodology exists. The two cities therefore cannot be subtracted from each other, and we do not attach a number to the gap.
What Sits on Top of Base Pay for a Chief Compliance Officer?
Base pay is the wrong comparison unit for a chief compliance officer, because total compensation includes four components that sit outside it:
- Annual bonus, set as a percentage of base
- Long-term incentive or equity
- Signing bonus, used when a search runs against a counter-offer
- Benefits and pension
Payscale shows the spread: total pay runs from C$82,000 to C$193,000, against the base range quoted in the opening, with reported bonuses from C$1 to C$30,000 and profit sharing up to C$7,000. A candidate who compares two offers on base alone reads the market wrong.
How Company Size and Reporting Line Change Compliance Pay
Company size moves an offer through the revenue band and the number of regulated activities the seat covers. We found no Canadian dataset that quantifies the effect, and we do not borrow United States figures to fill the gap. Read size as a direction: a larger regulated perimeter prices higher.
Reporting line is the second variable: the role can report to the general counsel, the chief executive or directly to the board. A board reporting line is the single structural signal that moves an offer from the senior director band into the executive band.
Chief Compliance Officer Salary Against the Compliance Ladder
Chief compliance officer salary sits at the top of a ladder with four rungs, and the three rungs below it have published Canadian ranges:
- Compliance officer: average base of C$66,955, from C$48,000 to C$96,000 (Payscale).
- Senior compliance officer: $70,065 to $141,788 (Indeed).
- Compliance manager: average base of C$87,215, from C$62,000 to C$118,000 (Payscale).
- Chief compliance officer: the base range quoted in the opening (Payscale).
Two jumps matter. The first is the move from doing the work to owning the program. The second is the move from owning the program to signing for it. For the hiring side of both steps, see the guide to legal and compliance recruitment in Canada.
The ladder also shows why a title alone misleads. A compliance manager and a chief compliance officer can sit in the same company, but the manager runs the work and the chief signs for it. When a small firm with no regulated activity posts a chief compliance officer role, price it against the senior director band, not the executive band, and confirm what the person will sign for before any number goes into the posting.
How Employers Benchmark a Chief Compliance Officer Offer
Employers benchmark a chief compliance officer offer best by following five steps in order:
- Define the regulatory perimeter before the title: list which regulators the seat answers to, because that list sets the premium.
- Price the industry, not the job title: the same title pays differently in a bank and in a private manufacturer.
- Decide the reporting line, and screen candidates against it; see hiring a chief compliance officer in Toronto.
- Set the bonus target against the industry band, and write the mechanics down before the offer stage.
- Test the range against placement data rather than scraped averages, such as the bands in the BJRC Salary Guide, and say openly which figures are published and which are estimates.
Hire a Chief Compliance Officer With BJRC Recruiting
BJRC Recruiting helps Canadian employers price and fill regulated compliance seats. We start from the perimeter, then the industry, then the reporting line, and only then the number. Compare an offer against placement-based benchmarks in our Salary Guide, or speak with our team about legal and compliance recruitment before the range goes into a posting. If you are unsure whether the seat is a chief compliance officer or a senior director, we will tell you before the posting goes live.
